Consent decree executed for winding up of co. after recommendation of BIFR would be illegal

CL: Date on which BIFR made its recommendations for winding up of company in liquidation, must be regarded as date of presentation of petition for winding up of company and, therefore, consent decree executed after that date would be illegal and void
